In response to the recent escalation of COVID-19 cases in Taiwan, on June 10, 2021, the Ministry of Economic Affairs (MOEA) convened the reviewing committee meeting to review the feed-in tariff ("FiT") of renewable energy and made the following resolutions: Solar PV projects that should apply the FiT for the second phase of 2021 may elect to apply the FiT for the first phase of 2021 instead; the construction deadline for those solar PV projects that obtained the recordation approval in 2019 or 2020 will be automatically extended for three months.

According to MOEA, Level 3 epidemic alert, which has been in place for nearly two months, has affected the overall construction of solar PV power generation system and further hampered the achievement of installation targets. To relieve the market pressure and adjust the construction timelines, MOEA held the reviewing committee meeting today (10th) to discuss how to maintain the FiT scheme and the target installation capacity, and help developers to effectively coordinate construction timelines and restore constructions, relieving their pressure of meeting deadlines and ensuring construction safety and quality.

The reviewing committee considered that the surging COVID-19 outbreak was an emergency situation, and the delay it has caused was unexpected by solar PV developers. Based on related legality and rationality, and to ensure the achievement of installation targets, reflect the market situation, maintain reasonable investment incentives, and avoid delay in constructions resulted from the FiT scheme, the reviewing committee resolved that all solar PV projects that should apply the FiT for the second phase of 2021 may elect to apply the FiT for the first phase of 2021 in response to the current situation.

The MOEA added that the reviewing committee also discussed the extension of construction deadline. Since all projects in 2021 may apply the FiT for the first phase of 2021, deadlines will not be extended for 2021 projects. As for the projects between 2019 and 2020 once again affected by this year's COVID-19 outbreak, considering that the Level 3 epidemic alert has been in place for nearly two months (5/15~6/28), as well as the "construction crowding out" effect once constructions are restored, the meeting resolved that the construction deadline for those solar PV projects obtaining recordation approval in 2019 or 2020 would be automatically extended for three months. If the pandemic situation continues to be serious and the Level 3 epidemic alert remains in effect, further extension will be considered by the MOEA at reviewing committee(s) for the 2022 FiT on a rolling basis.

The MOEA stressed that the resolutions of this review meeting are all in accordance with paragraph 1 of Article 9 of the "Renewable Energy Development Act" and Article 17 of the "Feed-in Tariffs and the Calculation Formula for the Electricity Generated by the Renewable Energy Power Generation Equipment of 2021;" the review meeting was convened in compliance with related laws to discuss solutions in response to the aforementioned emergency situation, helping developers to ensure construction safety and continually promoting the overall target of the domestic development of renewable energy in the face of the pandemic.
