What's New

In order to successfully promote the transition of energy structure, the government is actively implementing various measures to ensure stable power supply

On June 27th, the Apple Daily presented a number of energy reports, including renewable energy intermittency, LNG supply, and nuclear-free homeland. The Bureau of Energy, Ministry of Economic Affairs (BOE, MOEA) said the government is implementing the nuclear-free homeland policy and has announced three major policies: "achieve a nuclear-free homeland, ensure stable power supply and improve air pollution". Base on the policies, the government will give a full implementation of the commitments of measures to stabilize power supply.

Premier Lai of Executive Yuan proposed a number of supply and demand measures on November 8, 2017.  On the demand-side, the government is advocating energy saving and demand management. In supply-side, our government made sure that the high-efficiency power equipment would be finished and operated on time, including Dalin Power Plant new unit No. 1, Tongxiao Power Plant new unit No. 1, Datan Power Plant No. 7.  The new units will increase the generation capacity of 2.3 GW to operate that conduce to stable power supply. This year, it will achieve 11.8 percent reserve margin. In the future, the reserve margin of more than 15 percent  and operating reserve margin of more than 10 percent are targets that will be achieved.

The nuclear-free homeland is the consensus and legal target of the whole people. Under the premise of ensuring power stability, supporting energy facilities, and reducing carbon emissions, the government made a low carbon generation structure policy. The target will be in 2025, the government will make efforts to promote the goal of 20% of renewable energy generation, nuclear-free homeland and 80% of thermal power generation (the 50% is from LNG and 30% is from coal). In addition, the policy includes developing renewable energy, smart grids and energy storage, etc.

Regarding the target of 20% of renewable energy generation, the government will actively expand the solar photovoltaic and wind energy to installs. In the summer, Taiwan has abundant sunshine, and according to the real-time generation data, solar PV deliver a stable supply in peak load period with power supply of more than 10 MW (equivalent to the power generation of two units of Taichung Power Plant).

In wind energy generation, through observing the operation data of two offshore demonstration units, the average capacity factor of wind energy generation is 22% between May and September in 2017, and reached 60% between October and December. In 2025, the goal of 5.5 GW of offshore wind power, it can provide about 1.98 billion kWh per year, which will be the replacement for thermal power generation. And the solar and wind energy will not emit the pollutants and greenhouse gases, therefore, the air pollution and PM2.5 will be reduced effectively in the central region during the autumn and winter.  

Regarding the safety of LNG supply, the government has completed and specific practices and support to ensure the stable supply of LNG, including decentralized procurement, diversification of gas sources, and plans to expand LNG receiving stations and storage equipment by CPC and Taipower. The government publishes the rules about LNG safety stocks to strengthen LNG supply and improve energy management energy.

Regarding the reduction of carbon emissions, the government plans to use LNG generation as the mainstay, collocation coal-fired units and high-efficiency units. In order to reduce the air pollution, the thermal power are reduced and promote the efficiency that will conduce to reduce the emission. After the implementation of energy transition, it is expected to reduce emissions by 35% by 2025, and the power supply capacity will continue to increase while stabilizing power supply.

At present, the energy transition has achieved obvious results. For example, the goal of a nuclear-free homeland is to be reached in 2025, the capacity of renewable is 5,276 MW at the end of 2017, among the solar PV have grown rapidly that the growth rate increases 46% is the highest and has nearly doubled compared with 2015. In terms of energy saving, in 2017, the energy intensity decreased by 2.97% compared with 2016, and the electricity intensity decreased by 0.5%.

In the future, the government will keep achieving nuclear-free homeland and energy transition. In addition, the government promotes the implement to ensure the stable power supply and base on the three strategies of "Energy diversity and Increase supply, Energy saving, Flexible dispatching and smart energy storage". At the same time, we also hope that everyone will participate and support the government to promote energy transition. Everyone should make an effort to protect the environment and achieve the vision of sustainable homeland.
