What are the Achievements of the Master Plan of Energy Conservation and Carbon Mitigation?

Executive Yuan received an order from the President to establish "Energy Conservation and GHGs Emission Reduction Promotion Council", so as to consolidate each government agencies’ related energy conservation & carbon reduction plan, combine relevant departments to plan our country’s "National Action Plan on Energy Conservation and GHGs Emission Reduction", set an overall goal for energy conservation and carbon reduction, accelerate implementing relevant strategies and measures of energy conservation & carbon reduction, lead low-carbon economic development by means of policy, and shape our country into an energy conservation & carbon reduction society.
1.The Achievements of the Master Plan of Energy Conservation and Carbon Mitigation
(1)   The "Energy Conservation and Carbon Mitigation Committee, Executive Yuan" was established in Dec 2009 by the Executive Yuan under the presidential order, and the "Master Plan of Energy Conservation and Carbon Mitigation" was developed by an assembly of government agencies involved. National master goals for energy conservation and carbon mitigation were established to embody the energy conservation and carbon mitigation policies and actions designed by each of the agencies involved. The efforts were made to implement the policies so as to lead the full-scale development of low-carbon economy and shape a society of energy conservation and carbon mitigation.
(2)   Master plan on Energy Conservation and GHGs Emission Reduction: the Master Plan consists of 10 Benchmark which cover all aspects of energy conservation and GHGs emission reduction in Taiwan. Also, 35 benchmark projects are developed to emphasize the policy-oriented and execution main axis for each of the projects as the Committee’s key points of supervision and control, and the progress and performance are constantly reported.
(3)   Overall national promotion achievement of energy conservation and carbon mitigation:
a. The energy density has dropped by an average of 2.97% for the last 5 years. The energy density is 8.03 litre oil equivalent/NT$1,000 in 2011, a decrease by 4.4% as opposed to 2010 (8.40 litre oil equivalent/NT$1,000).
b. It is the first time in 20 years that CO2 emission displayed a negative growth for 2 consecutive years in 2008 and 2009. The CO2 emission density is 0.0177kg CO2/NTD in 2011, as opposed to 2010 (0.0179 kg CO2/NTD), a decrease of 1.44%.
c. 229 projects were implemented in 2011 under the "National Master Action Solution of Energy Conservation and Carbon Mitigation". The original target for CO2 reduction was 3.51 million tons, and the actual amount of reduction was 4.82 million tons, indicating an achievement rate of 137%.
 
2.Effectiveness of subsidizing the greenhouse gas emission verification certificates for energy industry
(1)   In order to encourage the volunteer greenhouse gas (GHG) emission management and reduction conducted by the energy companies and help the companies acquire the confirmation or verification statement from verification institutes so as to connect Taiwan with the carbon credit management systems in the world, financial supports were provided to motivate and induce the energy industry to make more efforts.
(2)   Since the promulgation of the "Guidelines Governing the Subsidies for Confirmation and Verification of Green House Gases Emitted by the Energy Industry" in 2009, applications have been pouring in from energy-related firms. From 2009 to 2011, subsidies were provided for approximately 150 cases, including 121 cases of inventory checks and volunteer reduction verifications (accounting for 80%) and 31 cases of confirmation of volunteer reduction or offset programs (accounting for 20%).
(3)   Effectiveness of subsidizing the greenhouse gas emission verification certificates for energy industry:
a. The number of applications increased from 30 in 2009 to 62 in 2011.
b. For the verification of reduction amount, it increased from 2.487 million tons of CO2 in 2009 up to 6.6 million tons of CO2 in 2011, indicating that domestic firms are paying an increasing attention to the GHG management and reduction.
c. 43 cases were received prior to March 2012, including 30 cases of inventory checks and volunteer reduction verifications (accounting for 70%), 11 cases of preliminary verification (accounting for 25%) and 2 cases of offset program verification (accounting for 5%).
