      <title><![CDATA[Taiwan to Achieve Energy Self-sufficiency and Sustainability MOEA Inaugurates "Offices of Million Solar Rooftop PVs and Thousand Wind Turbines Promotion " Leading Taiwan into Renewable Energy Age]]></title>

      <description><![CDATA[In order to promote sustainable energy development, Bureau of Energy (BOE) of the Ministry of Economic Affairs (MOEA) inaugurates the " Offices of Million Solar Rooftop PVs and Thousand Wind Turbines Promotion" on the 28th of March at Yangsheng Financial Building in Taipei. The inauguration ceremony is jointly presided over by Hwang Jung-Chiou, Vice Minister of MOEA, Wang Yunn-Ming, Deputy Director General of Bureau of Energy, and Jyuo-Min Shyu, President of Industrial Technology Research Institute (ITRI). The event marks an important milestone of Taiwan's renewable energy development.

The establishment of these promotion offices is for the integration of related resources for harnessing renewable energy and providing professional assistance to resolve barriers which hindering the installation of renewable energy generation systems. The promotion offices will provide total solutions for local renewable energy businesses, city and county governments, and system installation contractors in the utilization of renewable energy. For " Office of Million Solar Rooftop PVs Promotion", specific information-providing/consulting services to the public and power-grid-integration problem solving supports will be conducted to reach the goal of installing 3,100 MW of PV systems by 2030. As for " Office of Thousand Wind Turbines Promotion ", the key tasks of this office are identifying regulatory hindrances and proposing possible resolutions, executing offshore wind power demonstration projects, and helping the development of domestic wind power industry to fulfill the target of constructing 450 onshore wind turbines by 2020 and 600 offshore wind turbines by 2030. The government's PV and wind power development target is illustrated in the following table.

The measures to be adopted include simplifying application procedures, loosening bidding limitations, promoting the installation of renewable energy power generation systems in cooperation with municipal, county, and local governments, and  establishing renewable energy communities. The "Million Solar Rooftop PVs" program will adopt PV-ESCO (Photovoltaic-Energy Service Company) business model by providing capital financing to local system integrators and installers gaining profits from reasonable whole-sale pricing. This new business model, PV-ESCO, will bring about financing, insurance, and logistics support to promote the development of solar power generation industry. In the development of wind power generation, the promotion office will promote the installation of  wind turbines both on land and offshore. The office will be responsible for coordinating various government agencies in order to eliminate barriers and provide technical assistance for the establishment of wind turbines, development of necessary equipment and ensuring adequate marine engineering support.

The inauguration of " Offices of Million Solar Rooftop PVs and Thousand Wind Turbines Promotion " signals Taiwanese government's energy policy will to pursue a sustainable-energy-supply-system future for this nation. This not only echoes the "golden 10-year policy" touted by President Ma Ying-Jeou, but also strengthens Taiwan's commitments to the global society of sharing worldwide responsibility to mitigate carbon reduction from energy usage. Taiwan will march into the renewable energy age, and MOEA will allocate and integrate all resources needed to meet this vision.

      <title><![CDATA[The Ministry of Economic Affairs has just released the feed-in tariff rates for the scheduled year 2012.]]></title>

      <description><![CDATA[The Ministry of Economic Affairs has just released the feed-in tariff rates for the scheduled year 2012. The calculation basis were unaltered from the previous year (2011); in other words, the same modeling equations were applied, resulting in slightly lower rates for solar PV and on-shore wind above 10kW, and higher rates for hydro, biomass and waste-to-energy. FIT rates for 1kW~10kW on-shore wind, off-shore wind, and geothermal remain unchanged.

The Bureau of Energy further elaborates on 2012 FIT rates. With respect to Solar PV, during the first phase, FIT rates for roof-top applications range between 7.33~9.46 NTD/kWh ( a 6.98%~8.28% decrease from the previous year), and the FIT rate for ground installations is 6.90 NTD/kWh ( a 5.83% decrease from the previous year); in the second phase, FIT rates of roof-top applications range between 7.19~9.25 NTD/kWh (a 9.30%~10.35% decrease from the previous year), and the FIT rate for ground installations is 6.76NTD/kWh ( a 7.77％ decrease from the previous year). 

With respect to wind power generation, a reasonable increase in O&M costs as a percentage of overall costs was anticipated and incorporated in 2012 tariff calculations (adjusted to 2.74%). For on-shore wind greater than 10kW, the resulting 2012 FIT rate is 2.60 NTD/kWh (decrease by less than 1% from previous year), and FIT rates for other wind applications remain unchanged (1kW-10kW on-shore wind receives 7.36NTD/kWh, off-shore wind receives 5.56 NTD/kWh). For hydro, biomass, and waste-to-energy, the FIT rates are 2.33 NTD/kWh, 2.33~2.70NTD/kWh, 2.82NTD/kWh respectively, higher than rates from the previous year. As for geothermal, the FIT rate remains unchanged at 4.80NTD/kWh.

Some of the intentions for upcoming changes in 2012 were expressed by the Bureau of Energy. In addition to accomplishing national development targets, in effort to encourage bidders (in the Solar PV tendering scheme) to accelerate the construction and completion of their respective Solar PV projects, FIT rates for solar PV are announced twice a year in 2012. Moreover, relevant costs information of off-shore wind above 10kW and Low Voltage Ride Through (LVRT) technologies were incorporated in determining new rates. With regard to Biomass, anaerobic digestion is now eligible as a new and separate category under Biomass applications to promote swine-waste power generation.

The Bureau of Energy stresses that the 2012 FIT rates were calculated based on verified cost data of actual transactions in determining reasonable FIT rate levels. The Bureau of Energy is confident in the sufficiency of the incentivizing scheme, namely the Feed-in Tariff, to trigger greater investment volumes.       <title><![CDATA[Success Conclusion of the 42nd Energy Working Group (EWG) and Associated Meetings in Kaohsiung, 17th-21st October, 2011]]></title>

      <description><![CDATA[The 42nd Energy Working Group (EWG) and Associated Meetings were held in Kaohsiung from 17th -21st October, 2011.  The meetings were well attended by over 100 energy experts, business professionals and government officials from the business, academia and government from 17th APEC member economies.  The last time that Chinese Taipei has hosted the EWG meeting was in 2002. Hence the success of the EWG42 meetings was another effort and contribution that Chinese Taipei has excelled.     

At the meetings, participants provided concrete inputs related to energy issues in this year’s APEC Leader Declaration, including the APEC wide energy intensity reduction target, endorsement of the low carbon emission strategic development and appropriate future direction of inefficient fossil fuel subsidies.  Additionally, all the participants had the chances to explore the wonderful sceneries of Kaohsiung city, Taiwanese gourmet and culture during their stay in Taiwan which includes aboriginal dances, Hakka Tung hua blossom tradition and etc.

In an effort to show Taiwan’s devotion towards energy-conserving development, a field trip to the China Steel Corporation, World Games Stadium, Tzu Chi Recycling Center and Solar-Powered Boat Cruise at the Love River had been arranged for all EWG42 participants. 

The next Energy Working Group (EWG) and Associated Meetings will be hosted by Malaysia and is expected to be held from 6th-10th March, 2012 in Kuala Lumpur.

      <title><![CDATA[Ensure Nuclear Security, Steadily Reduce Nuclear Dependency, Create a Low-carbon Green Energy Environment & Gradually Move Towards a Nuclear-free Homeland]]></title>

      <description><![CDATA[In response to the new energy policy announced by President Ma, Ministry of Economic Affairs held a press conference to explain how the government plans to ensure nuclear security, steadily reduce nuclear dependency, create a low-carbon green energy environment, and gradually move towards a nuclear-free homeland.

In the conference, Minister Shih gave a presentation on future electricity policy and coping measures to promote energy conservation, carbon mitigation, and green energy development. He emphasized that the government will require the 4th Nuclear Power Plant to go through comprehensive and rigorous tests, and will be supervised by competent authority and international organizations to fulfill the objective of “safety is the first priority with stable commercial operation.”

Minister Shih mentioned that electricity policy is closely related with human well-being, industry, and environment. It should not only consider issues such as electricity supply security, GHG emissions, and industrial competitiveness, but also the issues of energy scarcity, energy price fluctuation, and trends of international politics, trade, and environmental requirements. To cope with these challenges, the government has regarded sustainable energy development, energy conservation and carbon mitigation as its first priority. In the past three years, from 2008 through 2010, these efforts have achieved significant result. The energy intensity has decreased 2.7% per annum while the carbon emission intensity has reduced 4.1% annually.

After Japan’s Fukushima nuclear disaster, the society pays more attention on nuclear security and energy development.  Thus, our government announced the new energy policy to ensure nuclear energy security, steadily reduce nuclear energy dependence, create a friendly low-carbon green energy environment, and gradually move towards a nuclear-free homeland in a pragmatic and responsible manner.  Following the principles of ensuring no restrictions of electricity use, reasonable electricity rate, and fulfilling the international carbon reduction commitment, the government will actively carry out measures to promote energy saving and carbon reduction, and secure electricity supply.

To ensure nuclear security, the government has conducted a comprehensive nuclear security examination. The reviewing security items and assessment criteria are in compliance with the international standards. The Atomic Energy Council, the Executive Yuan has completed the entry level security examination and assessment of the nuclear power plant. So far, the existing nuclear units have all strengthened their earthquake, landslides and floods, and tsunami resistance, and established emergency procedures and periodic drills. To cope with situations beyond the designed basis, all nuclear power plants have set forth specific reinforcement programs and drastic measures to avoid the reactor meltdown and radioactive releases. Besides, newly constructed nuclear power plant must be assessed by World Association of Nuclear Operators (WANO), and experts from international nuclear security and control institutions will be invited to assist our Atomic Energy Council to carry out the survey and inspection. The Executive Yuan will also establish a cabinet-level nuclear security supervision mechanism to oversee the implementation of nuclear security measures.

To steadily reduce nuclear dependence, Minister Shih indicated that “Nuclear-Free Homeland” is a common vision promulgated in the Basic Environment Law. However, to avoid the risk of power shortage or restriction on electricity use caused by sharp reduce of nuclear power, the government apply the strategy of steadily reducing nuclear dependence. To create a favorable condition for reducing nuclear power, our nuclear policy firstly targets at reducing electricity demand and peak load, and developing energy technology and alternative energy resources to ensure a stable power supplies. There will be no extension to life spans of existing nuclear power plants, and the decommissioning plan of nuclear power plants should be launched as planned. As for the 4th Nuclear Power Plant, its safety must be ensured before the commercial operation. If the two reactors of the 4th Nuclear Power Plant have steadily operated by 2016, the Nuclear Power Plant I will be terminated earlier than present schedule.

The Ministry of Economic Affairs further introduced the measures to create a low-carbon green energy environment. This program has been designed by various ministries, and will further promote energy saving and carbon mitigation, and lessen the nuclear dependency through both demand (energy saving) and supply side (low-carbon energy exploration) measures.

In the energy demand side, we regard knowledge and innovation as the driving force of future economic growth, and will develop knowledge-based industry with low energy intensity to accelerate industrial restructuring. Besides, we will advocate energy saving lifestyle, and promote energy conservation and carbon mitigation measures, such as the demonstration and application of EICT technology. The government will also promote “Four-saving projects among government agencies and schools.” Moreover, we will also promote intelligent energy saving infrastructure, such as intelligent transportation system and green building to facilitate the development of low carbon society and low carbon city. Last but not least, we will improve the market mechanism and regulations contributing to energy saving and carbon reduction, which include “Energy Tax Bill” and “Greenhouse Gas Emission Reduction Bill” to internalize the external cost of energy consumption, build up carbon reduction capability, and control over carbon emission.

In the supply side, we will promote of renewable energy in full scale. Through the “1000 on- and off-shore wind turbines project” and “Million solar roofs project,” the total installed capacity of renewable energy is expected to reach 12,502MW by 2030, and will generate 35.6 billion kWh of electricity, which is equivalent to annual electricity consumptions of 8.9 million households. Moreover, we will also promote reasonable use of natural gas for protection of security of electricity supply, construct smart grid and efficient power system, and expand the R&D of new energy technologies and energy saving technology to support the development of green energy industry.

To gradually move towards a nuclear-free homeland, the Executive Yuan will establish a mechanism to review the progress of energy technology, effectiveness of implementation of carbon reduction measures, and carbon emission every year, and will conduct an overall review of nuclear reduction schedule every 4 years to gradually reduce the dependence on nuclear power, and head towards the nuclear free homeland vision.

Through the above mentioned efforts, the government expects to provide clean, healthy, and affordable electricity service, effectively control over carbon emission to fulfill international carbon reduction commitment, construct an intelligent energy saving and carbon reduction environment, create green employment, drive green growth, and achieve sustainability development in Taiwan.

      <title><![CDATA[“The 11th International Conference on Clean Energy” and “2011 APEC Forum on Green Growth” will be held on Nov. 3rd-4th. Approximately 450 scholars and experts in the related fields from 25 countries all over the world will be gathering.]]></title>

      <description><![CDATA[Under the supervision of Bureau of Energy, Ministry of Economic Affairs (BOE-MOEA), Feng Chia University will organize “the 11th International Conference on Clean Energy” along with “2011 APEC Forum on Green Growth” on November, 3rd-5th, 2011.  Approximately 450 scholars and experts in the related fields from 25 countries all over the world will be gathering in Feng Chia University to address the two global critical issues at the present time: The depletion of fossil fuels and its deriving environmental problems. More than 3,000 papers will be presented in the conference for the exchange of knowledge and information in this field.  Along with a welcome party on Nov. 2nd and a retreat tour on Nov. 5th, “the 11th International Conference on Clean Energy” and “2011 APEC Forum on Green Growth” will be held on Nov. 3rd -4th in Xue Si Building and the Ninth International Conference Room, respectively. 

Since 2005, BOE-MOEA has funded the establishment of “Research Center for Biomass Energy Technology (RCBET)“ at Feng Chia University.  The mission of this center is to reinforce Taiwan’s green energy R&D, to develop information platform for promoting domestic and international technology exchange and collaboration; also to help elevate Taiwan’s global competitiveness in environmental protection and green energy industries. For these reasons, the RCBET center will host “the 11th International Conference on Clean Energy” and “2011 APEC Forum on Green Growth” as well by inviting domestic and foreign scholars and experts to participate in the discussion on the direction of future development of clean energy and green growth for the next generations.

In light of the energy crisis and environmental issues arising from excessive uses of fossil fuels, this conference will focus on feasible policies and strategies leading to the development of clean energy technology that is environmentally friendly with minimal impact on our environment. This event aims to provide a platform for the intensive discussion and exchange of ideas and information between the domestic and international experts in this field.  The scope of this conference is to address two major global problems we are facing: (1) The depletion of fossil fuels and (2) The environmental problems caused by utilization of fossil fuels.  The theme of this conference will cover hydrogen economy, renewable energy, nuclear energy, clean hydrocarbon technologies, energy conservation, energy storage and distribution, smart grids, clean energy utilization, environmental impact, remediation of environmental problems, risk assessment and economics, etc. We sincerely welcome the participation of the domestic attendees from industry, academia, and research institutes.

      <title><![CDATA[Chinese Taipei has reached consensus on energy cooperation with APEC economies during the APEC Transportation and Energy Ministerial Conference]]></title>

      <description><![CDATA[The Minister of the Ministry of Economic Affairs, Yen-Shiang Shi, led the Chinese Taipei delegation to attend the APEC Transportation and Energy Ministerial Conference (TEMC) held in San Francisco, U.S.A. On the occasion of TEMC, Chinese Taipei has exchanged opinions on energy security and transportation energy efficiency with APEC economies and held bilateral meetings with the U.S., China and the Philippines to strengthen energy cooperation. 

The Ministry of Economic Affairs claims that many consensuses on bilateral energy cooperation have been reached. In terms of Taiwan-U.S. cooperation, both sides agreed to enhance cooperation on advanced energy technologies. In terms of Taiwan-China cooperation, both sides are expected to expand cooperation on PV, LED, offshore wind power, electric vehicles and green buildings on the basis of Cross-Strait Bridge Building Projects. In terms of Taiwan-Philippines cooperation, both sides will deepen opinion and experience sharing on the development of geothermal power, and it is expected that Taiwan will organize a visiting group of geothermal power to the Philippines. 

On the 12th September, Chinese Taipei’s delegation attended APEC Energy Security Roundtable, the theme of which was “Stability, Diversity and Resilience: Ensuring Energy for Growth.” Robert Hormats, Under Secretary, U.S. Department of State, addressed that the U.S. will work hard on energy security, climate change and green growth. Minister Shih of Chinese Taipei was invited to join the panel discussion on “The Impact of Technology: Fueling Growth in the Asia-Pacific.” Minister Shih underscored green growth as the significant driving force of economic growth of Chinese Taipei, and technology innovation and cost reduction will be the key to future development of green energy industry. He also shared Chinese Taipei’s experience and prospects in the promotion of green energy. 

On the 13th September, Chinese Taipei’s delegation attended APEC Transportation and Energy Ministerial Conference, the theme of which was “Moving APEC towards an Energy-Efficient, Sustainable, Low-Carbon Transport Future.” Minister Shih addressed in the agenda of “Powering Low-Carbon Transport: Electricity, Biofuels and Natural Gas”, emphasizing that to strengthen capacity building of the environment by improving economic incentives and rural policies will promote the development of biofuels. He also suggested APEC cooperation on the harmonization of standards of electric vehicles, which will be beneficial to the comprehensive adoption of EV. 

The TEMC also passed an Action Agenda to Move APEC toward an “Energy Efficient, Sustainable, Low-carbon Transport Future”. The action agenda claims that APEC will address a more ambitious energy intensity reduction goal that surpasses Sydney Declaration’s, and will strengthen the building of energy efficient transport system in low carbon communities. Besides, APEC will actively promote the adoption of alternative fuel vehicles, such as biofuel vehicles, natural gas vehicles and electric vehicles, and enhance APEC cooperation with international aviation organizations to strengthen the development of aviation biofuels and the modernization of aviation traffic management. Furthermore, in order to promote energy efficient freight transport, APEC will develop the best practices of intermodal freight transport. 

In summary, during TEMC, Chinese Taipei called for APEC cooperation on key energy issues and exchanged views on energy issues with APEC economies to broaden and deepen multilateral and bilateral energy cooperation opportunities.
